Slot drills are preferable to end mills. Slot drills can plunge down into a billet and then cut a closed ended slot or a pocket.

Ends mills and shell mills cannot plunge down into a billet. They must approach the material in the X and/or Y direction, at the right depth, from fresh air. Any slot they cut must be open at one end, which is where the cut starts.
